The lease

You lease the land. You own what is on it.

The State of Hawaiʻi owns this land. You do not buy the land. You take over the lease, and the greenhouses, equipment, and plants become yours. You pay the State a small rent each year.

Who can take over this lease

Check these three things first.

The State sets these rules. If you do not meet all three, the State will not approve you.

Hawaiʻi resident, 3 years

You have lived in Hawaiʻi for the last three years.

Farming experience

Two years of full-time farming, or four years part-time.

Citizenship

A U.S. citizen, or a non-citizen with eligible status.

How it works

Four steps.

  1. Make an offer. You and the seller agree on a price.
  2. Apply to the State. You send an application to the Department of Agriculture and Biosecurity.
  3. The State reviews it. Staff check that you meet the three rules.
  4. The Board approves. Then the lease is yours. Plan extra time for this step.

Rules as shared by the State's Hilo property office in September 2026. The State makes the final call. Confirm with the Department before you make an offer.

Financing

Read this before you plan on a loan.

Most banks will not lend on leased land.

You must already own fee simple property.

American AgCredit may lend on a lease like this one only if you already own fee simple property, such as a home or land you own outright. If you do not, plan to pay cash. Ask the lender what you qualify for.
